Dr. Tudor Chiuariu covers a wide range of expertise areas in law and legal public policies, from practising law as a pleading attorney-at-law and arbitrator and, in these capacities, managing complex international and national disputes, to engaging in structural institutional reforms, in close link with international standards and organisations and to managing major investment programmes, both public and private.
Dr. Tudor Chiuariu is the founding partner of “Chiuariu & Associates” law firm (2000). His expertise covers diverse areas of practice such as Litigation and Arbitration, Human Rights, EU Law and Sports Law. He pleads before International Courts and Tribunals, like the Court of Justice of European Union (CJEU), the European Court of Human Rights (ECHR), ICC International Court of Arbitration (ICC Paris) and the Court of Arbitration for Sport (CAS/TAS). He was appointed and performed as a Chairman or Co-Arbitrator in dozens of domestic and international arbitrations and he graduated from the ICC Advanced Arbitration Academy for Central and Eastern Europe (2015).
Tudor holds a PhD magna cum laude in law (2011) from the University “Al.I.Cuza” Iași, with a thesis on procedural safeguards granted by the ECHR and was a Senior Postdoctoral Research Fellow (2014–2015) within the Faculty of Law - University “Titu Maiorescu”, Bucharest, with a thesis on ius commune proceduralis within the European Union post-Lisbon.
He is a lecturer in law within the Faculty of Law from University “Titu Maiorescu” Bucharest, the largest and most prestigious private university in Romania, where he teaches courses on Administrative Law, Public Procurement, EU Law and Arbitration. He often publishes articles and books in these areas. His last book covers one of the recent legal domains now taking shape at European level, the incompatibilities, the conflicts of interest and the control of the wealth of public officials (“Controlul averilor, incompatibilităților și conflictelor de interese. Legislație, doctrină, jurisprudență”, Editura Hamangiu, București, 2016).
